Who are the most vulnerable road users?
Everyone has the right to feel safe on the roads, but some road users are inherently more vulnerable than others. In 2022, the Highway Code was updated to reflect this fact, and those who are the most at risk have now been placed at the top of a new ‘hierarchy of road users’.
This doesn’t take away from the fact that all road users should behave safely. But it does put a greater responsibility on those driving vehicles that could cause more harm to ‘reduce the danger they pose to others’.

In 2021, these groups accounted for half of fatal road accidents reported in Great Britain, representing the highest casualty rate. One of the main reasons for this is the relative lack of protection these road users have compared to people driving vehicles like cars or vans.
